The American Councils for International Education: ACTR/ACCELS is an international non-profit organization leading the development and exchange of knowledge between the U.S. and Eastern Europe/Eurasia. Its mission is to foster independence and democratic development by advancing education and research, cultivating leadership, and empowering individuals through learning.
 
 
 
Founded in 1974 as an association for area and language professionals, American Councils has focused its experience on the design and implementation of academic exchange, professional training, distance learning, curriculum and test development, delivery of technical assistance and consulting services, research and evaluation, and institution building.
 
 
 
The American Councils operates 46 filed offices in 18 countries in Eurasia and Eastern Europe. The office in Armenia was established in 1996. In this short period the American Councils has implemented 13 programs in Armenia funded by the Bureau of Educational and Cultural Affairs of the United States Department of State (ECA) providing over 1,000 high school and university students, educators, and faculty members with the opportunity to study, research and get professional training in the US schools.
 
 
 
American Councils for International Education: ACTR/ACCELS is conducting the following programs in Armenia:     
 
Freedom Support Act (FSA) Future Leaders’ Exchange Program (FLEX)
 
Edmund S. Muskie/FSA Graduate Fellowship Program
 
Junior Faculty Development Program (JFDP)
 
United States-Armenia Awards for Excellence in Teaching English and American Studies Program (TEA), and
 
Partners in Education Exchange Program (PiE)
 
Grant and professional training programs for the alumni of programs.
 
 
 
Freedom Support Act (FSA) Future Leaders’ Exchange Program (FLEX)
 
 
 
The FSA FLEX Program was founded in 1992 by Senator Bill Bradley to increase contacts between the United States and the Republic of Armenia. The program provides scholarships for high school students. Each scholarship recipient lives with a US host family for one academic year and studies in a US high school.
 
 
 
So far, nearly 420 Armenian secondary school students from Abovian, Armavir, Artik, Ashtarak, Charentsavan, Dilijan, Kajaran, Gyumri, Hrazdan, Jermuk, Kapan, Sisian, Spitak, Stepanavan, Vaik, Vanadzor, Yeghegnadzor, and Yerevan have taken part in the program.
 
 
 
Recruitment will be conducted from September through October in Goris (with stops in Sisian and Kapan), Gyumri (with stop in Artik), Vanadzor (with a stop in Spitak), Yerevan, Hrazdan and Dilijan. 
 
 
 
The competition consists of 3 rounds.  The first round is an English pre-test.  The second round is a standardized exam in English and 3 timed essays in English.  The third round consists of an interview, a game activity, two more essays and a written application.
 
 
 
50 FLEX scholarships are awarded to Armenian students every year to study in the US high schools. In 2004-2005 academic year a group of 50 students will participate in the program. Scholarship winners leave to the US in August for one school year.
 
 
 
Recruitment, selection, and placement are administered through the ECA grant to American Councils, which also supports FLEX alumni activity. Armenia’s FLEX program has a particularly active alumni group, which formed the non-governmental organization Youth for Achievements (YFA) and registered in 1994. Alumni teach seminars on resume and proposal writing, hold games contests and debate tournaments, provide computer skills training, and organize a number of American cultural and English language programs.
 
 
 
Edmund S. Muskie/ FSA Graduate Fellowship Program
 
 
 
The Muskie/FSA Graduate Fellowships are actually two programs administered as one. These program gives Armenian citizens under 40 years old who have a higher education, the opportunity to study business administration, economics, education, environmental management and policy, international affairs, journalism and mass communications, law, library and information science, public administration, public health, and public policy at the Master’s degree level in the U.S..
 
 
 
Fellows may participate in a one year, 18 month, or 2-year program in the U.S.  Fellows are also eligible to participate in an 8-12 week internship to gain practical experience to complement their education.
 
 
 
The selection process consists of two rounds. First round is a written application (including a statement of purpose, 3 recommendations and official university transcripts) and second round is a Test of English as a Foreign Language (TOEFL) and an interview. For some fields of study there are additional exams such as Graduate Record Examination (GRE) or Graduate Management Admission Test (GMAT).
 
 
 
At the end of their course of study, fellows are expected to return to Armenia to apply their knowledge to help Armenia.
 
 
 
Junior Faculty Development Program (JFDP)
 
 
 
The JFDP provides university instructors with an opportunity to experience teaching practices and curriculum development at universities in the United States. Fields of study include: American studies, architecture and urban planning, arts management, business administration, cultural anthropology, economics, education administration, environmental studies, history, international affairs, journalism, law, library science, linguistics, literature, philosophy, political science, psychology, public administration, public policy, and sociology. 
 
 
 
Each JFDP Fellow will spend a total of eleven (11) months (August 2004 until July 2005) in the United States (9 months for the academic program, 2 months for the internship). 
 
 
 
Participants in the JFDP are also encouraged to forge relationships between U.S. universities and universities in their countries, in order to support on-going contact and collaboration.

In 2003 five faculty members from Yerevan, Gyumri and Vanadzor are participating in JFDP. They currently teach in state institutions of higher education and also private institutions.
 
 
 
United States-Armenia Awards for Excellence in Teaching English and American Studies Program (TEA)
 
 
 
The program is designed to recognize and honor talented secondary school teachers of English and American Studies. In addition the program is to promote the development of innovative teaching methodology in languages and area studies and to promote the development of direct contacts between teachers and schools in the US and Armenia. TEA provides eight-week professional development seminars in the United States for the finalists.
 
 
 
Candidates are recruited through a merit-based competition administered by American Councils. The applications are evaluated according to the following criteria: ability to teach English or Armenian studies, innovation in teaching English or American studies, awareness and commitment to diversity and pluralism, professionalism and leadership skills.
 
 
 
Semi-finalists can win $200.00 worth of prizes for themselves and $2,000.00 worth of prizes for their schools. During 2003, 7 teachers from Armenia were selected as national winners: 23 computers, 21 printers, 9 copiers and educational materials were distributed among 35 schools-second round winners. Certificates honored 58 teachers as round one winner.
 
 
 
Partners in Education Exchange Program (PiE)
 
 
 
PiE supports long-term democracy-building efforts in Eurasia by providing teachers and teacher trainers in citizenship education with the opportunity to participate in and to observe U.S. education at the secondary-school level. The scholarship winners will live in U.S. host communities, and by sponsoring training programs in citizenship education in Eurasia.
 
 
 
The PiE competition has two components: one for Teachers/ Teacher Trainers and one for School Directors.
 
 
 
Eight teachers/teacher trainers will become finalists and will be awarded with a 6-week internship in the United States to observe classes, including citizenship education classes, and engage in program and curriculum development.  Participants also deliver presentations at the host school, other local schools, and community groups; make site-visits to other schools; participate in professional development workshops; review and collect teaching materials for use in their home schools; and attend meetings of local government bodies that oversee education.
 
 
 
Teacher or administrator in a secondary school (grades 5-12) or other educational facility which has students in grades 5-12; an instructor or professor at an institute involved in teacher training; any other employed educator actively involved in citizenship education and proficient in English language are eligible to submit an application. In order to participate in competition Directors have to be nominated by any Educational NGO or Local Government officials. After the applications are submitted a bi-national committee evaluates them.
 
 
 
The high rated applicants are invited for an interview. In additional to the interview PiE teachers (not directors) should take Pre TOEFL test.
